Job Announcement: Director

 

 

The Advocacy and Policy Institute (API) is a Cambodian non-profit and non-government organisation with a mission to serve the long term democratic and social development needs of Cambodia. API is committed to working with all institutions that share its values for positive and peaceful social change and encourages cooperation among the Government, citizens and the private sector.

 

The Director works closely with and reports to the API Board of Directors. She/he will manage and work in collaboration with the Management Committee and equivalence; and has an overall responsibility for managing API. The key responsibilities include programme operations, budgeting and monitoring programme activities and expenditure, delegating specific functions and tasks at his/her discretion, establishing professional relationships with all stakeholders including the Cambodian Parliament and Ministries, fundraising and proposal development; programme planning and design and management, and capacity development for CSOs and local governments.

 

Requirements and qualifications:

§  A Master Degree in Political Science, Rules of Law; management of public relationship or equivalence with at least  10 years’ experience designing and implementing civil society programmes, and at least 7 years in a senior management position overseeing multiple staff functions and a significant budget management.

§  At least  10 years’ experience working with NGOs in Business Development(BD) as  capacity development relating to democratic development and rule of laws.

§  Sound knowledge and experience of advocacy, lobbying, Cambodian public policy implementation, and the role and current context of public access to information.

§  A wide knowledge and experience of Cambodia’s Parliamentary and Government systems including the Deconcentration and Decentralisation policy.

§  A high level of interpersonal and management skills, and an ability to establish effective working relationships with the API's staff, donors and all sectors of society involved in API’s activities.

§  Effective and sensitive management and delegation skills to encourage staff to work enthusiastically and effectively towards the organisation's mission.

§ A high level of understanding about gender sensitivities in policy formulation, program activities and internal management.

§  An ability to effectively overseeing financial management and monitoring.

§  A demonstrated ability to implement multiple tasks effectively under pressure.

 

All applicants must have effective interpersonal skills and a proven ability to work well in a team; be proficient in the use of MS Word and Excel, Internet, email, Power Point, SPSS; and be fluent in Khmer, with a demonstrable ability to communicate professionally in spoken and written English.
