2.About the Project

The Advocacy and Policy Institute (API) is a Cambodian non-profit and non-government organization whose mission is to serve the long term democratic and social development needs of Cambodia through supporting and empowering people to interact with their government to protect their rights and provide for the needs of themselves and their communities, particularly poor, minority and marginalised peoples. API works with all national and international institutions who share their values to advocate for positive and peaceful social changes and to improve the capacity and cooperation of all Cambodians. It seeks to build bridges between governments, citizens and the private sector, consistent with its goal of increasing Cambodia’s democratic space by creating more effective advocates and responsive government institutions. API advocates for policies on access to information (A2I) and social accountability and plays a crucial role in achieving goals of democratisation, participation, good governance, poverty reduction, social accountability and development.

 

Currently, API has received funding from UNESCO to implement project of “Supporting the Development of an effective Cambodian Access to Information Law”, European Union (EU) through DCA/CA to implement project of “Promoting Good Governance by Increasing Access to Information and Strengthening the Independent Media”, DCA/CA and BfdW to implement project of “Promoting Rights, Voices, Choices & Decisions for Citizens (Pro-Citizens)”, Global Road Safety Partnership (GRSP) to implement project of “Promoting Road traffic law Enforcement through Stakeholder engagement and Support (PRESS)” and European Union (EU) through CARE International Cambodia to implement project of “Implementation on Social Accountability Framework”.

 

API is looking for part-time volunteers (7.5 hours per day and 13 days per month) who are responsible for assisting the works of API staff in Pursat, Kampong Speu, Kampong Chhnang, Kampong Thom and Banteay Meanchey.

 

Target Area of API:API has been working in 8 provinces and Phnom Penh namely Kampong Speu, Kampong Chhnange, Kampong Thom, Kratie, Banteay Meanchey, Oddar Meanchey, Pursat and Kampot.

 

3.Objective of the Assignment:  

-      To assist API’s program staff in implementing projects at Pursat, Kampong Speu, Kampong Chhnang, Kampong Thom and Banteay Meanchey

 

4.Scope of work:

-        Assisting API staffs in organizing events, monitoring & follow up project implementation at the target provinces

-        Assisting API staffs in building communication and working with local authorities at sub-national administrations (SNAs), Community Based Organisations (CBOs) and relevant stakeholders in the target areas.

-        Support Program staffs to obtain and prepare invoices/ receipts and other relevant supporting documents for cash settlement and ensuring the expenditures are accuracy and complying to API’s Procedures and policies

-        Participate in Monitoring and Evaluation process of the projects such as data collection and data entry

-        Minute taker

-        Follow the API’s administration and financial guidelines and policies

-        Develop progress report , capture challenges and produce monthly work plan of the program in the target areas based on API formats

-        Complete other tasks as requested by line manager.

 

5.Key Activities

-        Facilitate project activities and work with local authority, CBOs and key stakeholders in the target area contributing the achievement of projects goal.

-        Represent API to attend some meetings.

 

6.Expected Output

-        He/she will be accountable for assisting API’s staff to deliver and carry out project objectives effectively.

-        To be punctual in submission monthly work plan and report at the beginning of the month.

 

7.Who is supervisor:

-        Volunteers will be under supervised by Program Officers

 

8.Duration of the Assignment:

-        From March to December 2017

-        Agreement will be renewable for every 6 months

-        API will cover transportation fee across district or province.

-        API will cover per-diem, transportation and accommodation based on API policy for any assignments approved by direct supervisor ( API staff)

-        API will cover personal accident insurance

-        API will provide recommendation letter by certifying from Senior or Program Manager

-        Volunteers will have opportunity to learn from experienced staff and learn about good governance, Decentralisation & De-concentration and sub-national democratic development, advocacy and access to information and work with local authorities, CSOs and other relevant stakeholders.

-        The monthly allowance will be paid up on approval by supporting monthly timesheet and reporting through line supervisor. API will process the allowance to volunteer by cash or via transfer based on volunteer’s suggestion.

 

10.   Who is eligible for carrying out this assignment:

-        Fresh graduation in university of Law, rural development, management, or others and must be Cambodian.  

-        Volunteer positions are seeking candidate who lives in target district/ province and have some experience work with NGOs /CBOs/ CSOs/ youth group/local authority

-        Be flexible, honest and commit to work with local authority, community based organization, groups and local citizens, good speaking and writing of English and good communication and facilitation skills and Work independence or team

-        Must have knowledge of computer and internet (word, Excel or SPSS…) and Internet, Email and Knowledge and experiences on administration and financial management support

-        Knowledge and experiences on Decentralisation & De-concentration and sub-national democratic development, advocacy and access to information, and Cambodia general situation is a plus
