Job description: Director of the Advocacy and Policy Institute

The Advocacy and Policy Institute (API) is a Cambodian nonprofit and nongovernment organisation with a mission to serve the long term democratic and social development needs of Cambodia through supporting and empowering people to interact with their government to protect their rights and provide for the needs of themselves and their communities, particularly poor, minority and marginalised peoples.

The organisation’s programme goal for the years 2014-2018 is entitled ‘‘Strengthening Democratic Governance (SDG)” and has the aims of contributing to poverty reduction and better protection and promotion of rights and voices, particularly for young people, women, and vulnerable persons and groups, by promoting a culture of public information disclosure; strengthening democratic participation and transparency and accountability within the Decentralisation and De-concentration framework in Cambodia, particularly in the targeted Commune and District Councils; and advocating for equitable and sustainable public policy.

To achieve the goal, five strategic objectives will yield outcomes ensuring positive impact benefiting vulnerable and marginalised groups in which the sub-national and national Government institutions are more accountable and responsive. The outcomes are as follows:

  • Increased information availability and disclosure on critical issues at the sub-national level.
  • Access to information, and information disclosure legislation and policies debated and adopted.
  • Productive dialogue and effective participation in democratic decision- making to enhance the voices of and protect the rights of Cambodian people (young people, women, men and people with disabilities) in the target areas.
  • Increased capacity development of local government and councils to improve functions, transparency, accountability, human rights, information disclosure, and collaboration with communities, local civil society and national Government.
  • Enhanced and effective participation and contribution of Civil Society Organisations and networks in democratic governance, human rights, environmental governance, decentralisation, transparency and accountability, information disclosure, and development processes at the sub-national and national levels.

To achieve these objectives API, through its organisational strength and support, will ensure financial stability, strong management, results, accountability and transparency as overseen by an effective and active Director and Board of Directors

The Director is based at the organisation’s office in Phnom Penh. He/she has overall responsibility for the Advocacy and Policy Institute and is directly accountable to the Board of Directors of the organization. 

 

Key responsibilities:

  • Lead, direct and make major decisions to enable the Advocacy and Policy Institute to effectively meet its overall expected results inits strategic plan for 2014-2018, as well as successive strategic plans. 
  • Improve collaboration between Parliament and the Government and national and provincial civil society organisations to promote law implementation and relations and partnerships for the benefit of Cambodia.
  • Implement the mission and policies of the organisation as adopted by the Board of Directors.
  • EnsureAPI remains a financially stable, well-managed, results driven, accountable and transparent organisation overseen by an effective Board of Directors.
  • Maintain primary working relations with the Board and work closely with the Cambodian Parliament andGovernment, partners, international and local organisations and representatives from all sectors of Cambodian society.

 

Main duties

The Board of Directors

  • Be accountable to the Board of Directors for the efficient and effective management of API.
  • Provide input to the Board of Directors to enable policies, development goals and programmes to be approved and established and to facilitate informed Board action.
  • Notify the Board of Directors of any problems, trends, resources and developments that could affect the mission of the organisation.
  • Provide a comprehensive report at least bi-annually to the Board of Directors detailing thorganisation’s funding,activities, accomplishments, difficulties, lessons learned, and requirements.
  • Support thBoard of Directors to identify required skills and professions for the Board.
  • Facilitate periodic reviews of the organisation’sBylaws and make recommendations for changes, as appropriate, to the Board of Directors.

FinancialManagement

  • Responsible for the careful and transparent management of the Advocacy and Policy Institute’s assets, and the maintenance of records and reports documenting all financial activities.
  • Ensure the organisation adheres to transparent financial standards and accountabilities required by Cambodian and international law, donors, consultancy contracts, and other financial agreements.
  • Ensure that an annual audit takes place with auditors approved by the Board. 

FinancialDevelopment

  • Take advantage of all feasible funding sources, including government and nongovernment, international, and local funds. Implement those providing the best overall result in terms of income and programmquality.
  • Ensure API maintains are spected public presence and network of contacts to attract financial support and to be in a good position to be aware of, apply for, and receive all possible funding.

OrganisationalLeadership

  • Provide effective development and implementation of the organisation's strategic plan, programmes,and goals; and ensure activities meet with quality management and legislative requirements.
  • Provide leadership in identifying, analysing, designing and implementing key programmes and courses leading the organisation toward sits vision, mission and goals.
  • Establish and maintain appropriate systems for monitoring organisational performance.
  • Ensure the proper maintenance of all API’s documents.
  • Ensure appropriate and adequate communication and staffing systems are in place to support the organisation’s work including regular minuted Management Committee and staff meetings.
  • Manage an effective human resource management system in accordance with established policies and procedures and Cambodian labour law.
  • Create working environment conducive to attracting and holding well-educated, diverse, and innovative professional staff.
  • Maintain awareness and knowledge of contemporary organisational development theory and methods, and provide suitable interpretation to managers and staff within the organisation.
  • Ensure that the organisation’s policies and procedures agree with government requirements, have been approved by the Board of Directors, and are understood and implemented by all employees and consultants.
  • Ensure thsafety of employees including consultants, volunteers,visitors and service users is adequately addressed and protected.
  • Support the development, maintenance, and timely updating of operational procedures and manuals.
  • Promote and ensure understanding of the organisation’s goal, mission and values among all employees including consultants and service users.

ProgrammeLeadership

  • Support the organisations’s managers in their role to implement effective programmes and enable staff, budgets and activities to have adequate resources which are properly and efficiently utilised.
  • Support staff to promote cooperation among civil society, Parliament, and the Government; and secure space for community input into the development of policies and their implementation.
  • Build strong and effective relationships with stakeholders from Parliament and all levels of government, the private and public sector, civil society, and Cambodian society.
  • Provide leadership in engaging Parliament and the Government, international and local organisations,and the public and the private sectors to contribute towards improved mutual communication and cooperation to jointly and peacefully solve issues.
  • Support the programme work to increase the advocacy capacity of partners, community-based organisations, and local communities to advocate for their right to justice and human rights, and to poverty reduction and sustainable development.
  • Supervise the design and implementation of key programmes, advocacy campaigns, publications, and capacity-building courses that address priority advocacy and policy issues. Direct public forums to address these issues.
  • Oversee the monitoring and evaluation of all programmes and activities and report using agreed formats and timescales to donors and the Board of Directors.
  • Maintain an updated analysis of existing and emerging advocacy demands and public policy developments in Cambodia.  Identify those that API should consider addressing within its strategic plans.

Specific skills required

  • Knowledge and experience of advocacy, lobbying, andCambodian public policy and implementation, including making public information publicly accessible.
  • Knowledge and experience of Cambodia’s Parliament and Government systems, including thdeconcentration and decentralisation policy.
  • A high level of interpersonal and management skills and an ability to establish effective working relationships with the organisation’s staff, donors, and all sectors of society involved in API’s activities.
  • A high level of understanding about gender sensitivities in policy formulation, program activities and internal management.
  • Ability to effectively manage, delegate and encourage staff to work towards the organisation’s mission, and to show enthusiasm and commitment in carrying out their responsibilities.
  • Capable of sensitively and effectively overseeing programme and financial management and monitoring.
  • Able to proactively attract funding and manage budgets to ensure value for money.
  • Capacity to think and work strategically.
  • Knowledge and experience of organising and facilitating training, forums and workshops.
  • Proficient in information technology, particularly Word, PowerPoint, Excel, and Outlook, and with a first rate ability to undertake research on the Internet.
  • Excellent spoken and written communication skills in English and Khmer.
  • Effective time management, and ability to plan and use initiative.
  • An ability to work under stress and to time schedules.
  • Able to travel and undertake activities in the provinces and internationally.
  • A commitment to and understanding of API’s vision, mission and goals.
