The Advocacy and Policy Institute (API) is a Cambodian non-profit and non-government organisation with a mission to serve the long-term democratic and social development needs of Cambodia.   1. Programme Officer (PO)

Salary: US$500 per month Gross (+13th month) and other benefit package.

Location: Based in Phnom Penh and travel to province.  


Job Purpose: The PO will support and report directly to the Programme Manager. He/she proactively manages, facilitates and effectively implements the project activities and budget. The role: the PO will be responsible for:

  • Work with programme team to plan and undertake activities to increase engagement and cooperation between communities, civil society organisaitons and the Government on important community human rights, democracy and development issues.
  • Execute activities to mobilise and build the capacity of local administration and councils on decentralization reform in projects.
  • Providing administration, logistics and finance management for programme implementation in the responded provinces.
  • Coordinating and communicating program activity implementation with local government and communities.
  • Report writing in both Khmer and English.


  • A university degree or equivalent
  • At least three year experience with NGOs in implementing the project.
  • Knowledge and experience of Decentralisation & De-concentration and sub-national democratic development, advocacy development and knowledge on the concept of access to information is a plus.
  • Knowledge and experience on financial management support.
  • Experience of Develop curriculum or session plan and Facilitate in the training.
  • Experience of book keeping practice and principle, knowledge of internal controls, cash management and reconciliations, and attention to details.
  • Possession of strong verbal communication to work effectively and inclusively with programme team, partners and beneficiaries. 
  • Very good written communication skills needed for writing reports in both Khmer and English.
  • Able to develop clear and realistic plans to deliver agreed objectives within deadlines, involving key individuals in the planning process.
  • An ability to maintain good relationships with the government, partners and stakeholders.
  • A demonstrated ability to implement multiple tasks effectively.
