 Location:  1 position based in Phnom Penh and travel to province.


Contract type:   Unlimited contract

Salary & Benefits:US$500.00 gross salary (+13th month) and other benefit package

Job Purpose

The Programme Officer will support and report directly to the Programme Manager. He/she proactively manages, facilitates and effectively implements the project activities and budget. 

The role

 With experience working in a development and capacity development context, the PO will be responsible for:

·       Work with programme team to plan and undertake activities to increase engagement and cooperation between communities, civil society organisaitons and the Government on important community human rights, democracy and development issues.

·       Execute activities to mobilise and build the capacity of local administration and councils on decentralization reform in projects.

·       Providing administration, logistics and finance management for programme implementation in the responded provinces.


 Main responsibilities are: 

1.    Key responsibilities:

·       Working with both local authorities and national government on transparency, access to information, advocacy and good governance

·       Promote democratic participation and human rights at the community level by improving the capacity of local civil society organisations to become more effective at advocating for their community needs and participating in council activities

·       Working with the Manager to increase support for the Program by strengthening networks to mobilise, support and build the capacity of civil society organisations, the media and the private sector.


Programme functions:

·        Implement projects and activities as assigned in accordance with API’s strategic plan and donor guidelines.

·       Support the manager to plan and undertake activities to increase engagement and cooperation between local people and communities and the Government on important community human rights, democracy and development issues.

·       Increase public awareness and understanding about advocacy and its role in the protection of livelihoods and human rights.

·       Support the Manager to execute activities to mobilise and build the capacity of Commune Councils to enable them to maintain and lead a public access to public information advocacy campaign.

·       Support programme activities to promote and encourage cooperation between civil society and subnational government and secure space for community input into the development of Commune Councils and community development.

·       Support the production of training curricula and materials for use by partners, national groups and local community advocates and Community Councils.

·       Implement training and activities to increase the knowledge, skills, confidence and contacts of local community advocates and follow up participants to increase understanding and obtain feedback on training.

·       Deliver training for trainers.

·       Assist the manager to organise forums and seminars at the provincial and national level to improve understanding and allow discussion.

·       Document best practice in local community advocacy for use in training and in publications and to report to the manager.

·       Within budget guidelines, arrange logistical support for training workshops, including lodging, training facilities and equipment and materials.

·       Assist in the preparation of publicity material to increase understanding and awareness of the importance and value of advocacy.

·       Under the supervision of the manager work with the API’s other two programmes to promote advocacy.

·       Represent API and the programme with community advocacy partners, participants, and communities.

·       Work with project partners to implement IAPI Project


2.     Administrative and financial management:

  • Providing administrative support to the Programme Managers to deliver project activities such as partnership meeting, seminars, commune public hearings (forums), campaigns, study visits, booking accommodation, arranging transportations, keeping project administration records.
  • Logistic arrangement for the meeting, training, forum, workshop, etc
  • Prepare any budget requests/ advances
  • Budget monitoring
  • Prepare invoices/ receipts and any supporting document for cash settlement and ensure the expenditures are accurate and complies to API Procedure and policy
  • Make invitation list for distribution and address
  • Keep good received note on IECs distribution
  • Make a copy documentation
  • Write mission letter for any mission to provinces
  • Participate in the meeting/ workshop and minute taker as required.
  • Follow the API administration and financial guideline and policy  for all any tasks assigned


3.     Reporting:

  • Supporting the monitoring, reporting and providing receipts for all expenses incurred on behalf of API.
  • Writing reports on training and other activities as requested.
  • Monitoring of project social media.

4.     Organisational support:

·       Participating in the formulation of API’s programmes, policies and strategies.

·       Playing a constructive part in staff meetings and participating in API’s functions.

·       Complying with API’s policies and procedures.

·       Promoting gender equity within the API team and integrate gender equity awareness within all aspects of the access to Information Programme.

·       Providing information for partner organisations, other members of staff and activity participants in a timely fashion.

·       Undertaking other reasonable and appropriate duties as assigned by Programme Manager.


The applicant 

We are looking for an individual who possesses the following skills and experience: 



  • A university degree or equivalent
  • At least three year experience with NGOs in implementing the project.
  • Knowledge and experience of Decentralisation & De-concentration and sub-national democratic development, advocacy development and knowledge on the concept of access to information is a plus.
  • Knowledge and experience on financial management support.
  • Experience of Develop curriculum or session plan and Facilitate in the training. 
  • Experience of book keeping practice and principle, knowledge of internal controls, cash management and reconciliations, and attention to details. 
  • Possession of strong verbal communication to work effectively and inclusively with programme team, partners and beneficiaries.  
  • Very good written communication skills needed for writing reports in both Khmer and English.
  • Able to develop clear and realistic plans to deliver agreed objectives within deadlines, involving key individuals in the planning process.
  • An ability to maintain good relationships with the government, partners and stakeholders. 
  • A demonstrated ability to implement multiple tasks effectively.
