Cambodian Non-profit and non-government organisation
The Advocacy and Policy Institute (API) is a Cambodian Non-profit and non-government organisation with a mission to serve the long-term democratic and social development needs of Cambodia through the provision of services in the areas of advocacy and policy development.
The Advocacy and Policy institute, as part of the national access to information campaign, has initiated a Commune Information Disclosure pilot project aimed at integrating the practice of making public information accessible in the Commune Council framework. Funded by Danida, the 'Commune Information Disclosure Project' took place in three communes in three provinces in 2008-2010.
In late 2009, API received further funding from Danida through The Asia Foundation to expand the project to an additional five communes in two more provinces. A total of eight communes in five provinces are involved in this project which aims to integrate procedures to implement the practice of access to information within the decentralisation and deconcentration process in Cambodia. The project contributes towards creating a culture of sharing public information at the commune level.
The purpose of this consultancy is to:-
- Evaluate the 'Commune Information Disclosure Pilot Project': its effectiveness and impact both locally and nationally.
- Support API to identify and understand its role in relation to its future activities involving access to information.
- Enable API to consider objectively the lessons learnt from the project for future activities.
