28 February 2019: Kick-Off Workshop “Enhancing Institutional and Operational Capacities of the Provincial Associations of Local Councils” Project and “Citizens’ Voices and Actions for Sustainable Development in Cambodia” Project

The project entitled, “Citizens’ Voices and Actions for Sustainable Development in Cambodia” will be implemented from 2019 to 2021 and aims to empower and support ‘demand-side actors’ (youth, women and disadvantaged groups) to engage with the national government and subnational administrations with the support of DanChurch Aid (DCA).

The workshop highlighted the synergies of both projects: they will build the capacity of the ‘supply-side’ (duty-bearers) and empower the ‘demand-side’ (of rights-holders, especially youth, women and disadvantaged groups). A series of activities of these projects will be implemented in six target provinces: Kampong Thom, Bantheay Meanchey, Kampong Speu, Kep, Kandal, and Pursat.





Mr Franck VIAULT, Minister Counsellor – Head of Cooperation Delegation of the European Union to the Kingdom of Cambodia underlined its different funding but same goal and objectives, he pointed out the synergy work of the project.




Ms. Kristeen, DCA Country Director emphasized the importance of citizens regarding the public monitoring of service providing that is contributing to the sustainability of the SDG 16.



Mr. Chey Sambathphalla pointed out the potential synergy, and good coordination between citizens and LAs through the Implementation of the Social Accountability Framework (I-SAF), One Window Service Office (OWSO), public service information disclosure.



Mr. Lam Socheat started off with the development of Access to Information law (A2I) and expressed his gratitude to NCDD and Oxfam for supporting the projects in Takeo and the urban area as well as to DCA for the continuously support of  the youth, women, young people to reform the SNA. Youth Representative, Ms. Sreang Soriya, stood up for the youth as an important actor for policy engagement. It would be time for the youth’s voice to be heard and to be an advocate for their own issues. Many congratulations and gratitude were declared by H.E Ouk Kimseng to Neb Sinthay for involving in the drafted law and for the completion of his mission as well as by Mr. Soeung Chandara who appreciated Mr. Sinthay and Meas Nee and was thankful to share a commitment.



The official project launch was attended by 80 leaders and representatives from the six local Provincial Associations of Local Councils, UN agencies, development partners, NCDD secretariat, National League of Local Councils (NLCs), local authorities and CSOs.
