The Advocacy and Policy Institute (API) has developed its second three-year strategic plan for 2011-2013 which was approved by its Board of Directors in August 2010.
This second strategic plan focuses on three main programmes:
- The Local Democratic Development (LDD) Programme promotes transparency and accountability within the decentralisation and de-concentration framework in Cambodia.
- The Access to Information (A2I) Programme promotes access to information by supporting the legislative process leading to an access to information law and encouraging a culture of information disclosure.
- Supporting Civil Society (SCS) Programme enhances the capacity of civil society to engage and establish mutual trust in a partnership environment with the Government, the Cambodian Parliament, the Government’s Development partners and Donors and supports civil society networks.
Six projects are being implemented by the above three programmes. They are:
Project 1: Strengthening Cambodia’s Sub-national Democratic Development, Promote Access to Information and Support Civil Society for Change, supported by ICCO and EED, Jan. 2011- Dec. 2013. Its goal is to contribute to the successful implementation of the Government’s National Strategic Development Plan Update 2009-2013 and the Sub-national Democratic Development Plan 2010-2013.
Project 2: People’s Access to Public Information Project: Its objective is to resolve the problem of lack of access to public information in order to improve social accountability and transparency, to strengthen administrative and management procedures, and to improve local authorities’ response to the needs of local communities, supported by The United Nations Democracy Fund (UNDEF) and DANIDA, Nov 2011- Oct 2013.
Project 3: Support Civil Society for Change, supported by ICCO and EED, Jan. 2011- Dec. 2013. Its goal is to contribute to the successful implementation of the Government’s National Strategic Development Plan Update 2009-2013 and the Sub-national Democratic Development Plan 2010-2013.
Project 4: Strengthening Action for Enhancing Road Safety in Cambodia (SAFER Cambodia): The overall purpose of the project is to strengthen the law against drinking and driving and to improve its implementation. This will contribute to saving lives and reduce injuries from drink driving related accidents in Cambodia. It is supported by Bloomberg Philanthropies through the International Federation Red Cross and the Global Road Safety Partnership (GRSP).
Project 5: Promoting the Effectiveness of Public expenditure in Local Education (PEOPLE). Its objective is to promote public accountability and enhance the effectiveness of public expenditure in the education sector, particular the early childhood by conducting evidence-based research and advocacy activities, July 2012-Dec 2013.
Project 6: Increasing Access to Public Information (IAPI) project. It is supported by the European Union. Overall objective is to contribute to poverty reduction and equity among vulnerable groups through improved governance at sub-national level. Specific objective: To increase access to information for both the public and sub-national authorities as fundamental to effective participation and accountability in sub-national governance.
