Working with the Parliament

The Advocacy and Policy Institute has worked hard to build a strong relationship with the Parliament to ensure the voices of Cambodian citizens are heard. Following is a timeline of interaction API has had with the Parliament on numerous issues:

 

2013

May 2013, dialogue with H.E. Chheang Vun, Chairman commission on Foreign Affairs, International Cooperation, Information and Media of National Assembly to discuss National Conference on access to information in Cambodia 30-31 May 2013.

 

2012

 

27 March 2012, a dialogue meeting between the National Assembly Commission 2 and Cambodia for Resource Revenue Transparency on Oil and Gas Development in Cambodia. H.E Cheam Yeab, Chair of the National Assembly Commission 2: Economy, Finance, Banking and Audit.

 

21 March 2012, a dialogue meeting between the National Assembly Commission 4 and Working Group for Partnerships in Decentralisation on Decentralisation and De-concentration Policy and . H.E. Pal Sam Oeurn, Vice-chairman of the National Assembly Commission 4: Interior, National Defence, Investigation, Anti-corruption and Public Function.

 

2011

 

17 November 2011, Co-hosted a day seminar on strengthening cooperation and understanding between the Parliament, the Royal Government, Civil Society and Private Sector. Opened by Samdech Akkar Moha Ponhea Charkrei Heng Samrin, President of the National Assembly and H.E Mark Gooding, Designate Ambassador of British Embassy in Cambodia and closed by H.E. Tep Ngorn, Second Vice President of the Senate.

 

12 October 2011, seven senators in region No. 8 (H.E Yong Sem), No1 (H.E.Ms. Pum Sichan) , No. 3 (H.E. Ms. Ty Borasy), No. 6 (H.E.Ms. Mean Samang) for Congratulations Regulation No. 01 of the measurement to eliminate the anarchy of bamboo barricade, barriers, trellis and construction crossing reveres, and reveres along the provincials were relevant with Tonle Sap, especially the orders closure of 35 Tole Sap fishing lots and limitations zones 3 was the zones of conservation for flooded forestry.

 

11 March 2011, met with H.E. Sman Tiet, Vice Chairman commission on Economy, Finance, Banking and Audit of Senate to discuss the draft law on Access to information.

 

28 February 2011, met with H.E. Chheang Vun, Chairman commission on Foreign Affairs, International Cooperation, Information and Media of National Assembly to discuss access to information law.

 

17 February 2011, met with H.E. Chea Kim, Vice Chairman commission on Foreign Affairs, International Cooperation, Information and Media of Senate to discuss about the draft law on Access to information.

 

2010

 

16 November 2010 meeting with Key Assistants of Commission of the Senate included Chief Assistant of commission 1, 5, 6 and key Assistants Commission of National Assembly.

 

18 October 2010 meeting with Senators: H.E. Mr. Yang Sem, Vice Chairperson; H.E. Mr. Chea Son, Commission Secretary; H.E. Mr. Boeuy Koeuk and six Commission Assistants.

 

13 October 1020 meeting with five Senators: H.E. Mrs. Men Maly, Chairman of Commission on Human Rights Reception of Complaints Investigation and National Assembly- Senate Relation of the Senate; H.E. Mr.  Sek Sam-iet, Deputy of Commission; H.E. Mr. Kim Naing; H.E. Mr. Kong Chan and H.E Ok Kong and five Commission Assistants.

 

3 September 2010, meeting with Member of Parliament: H.E.Mr. Som Chen, Vice-Chairman of Commission  on Public Works and Transport, Telecommunications, Posts, Industry, Mines, Energy, Commerce, Land Management, Urban Planning and Construction.

 

1 June 2010, meeting with Members of Parliament: H.E. Dr. Cheam Yeap, Chairman of Commission on : Commission on Economy, Finance, Banking and Audit of National Assembly; H.E. Mr. Sman Teath; H.E. Mrs. Ly Kim Leang, H.E. Mrs. Chhun Sarim, H.E.Mr. Khek Sam On, H.E. Mr. Chhim Ma.

 

18 May 2010, meeting with H.E. Mr. Oum Sarith, Secretary General of the Senate.

 

26 March 2010, CSLG and API lobbied secretariats of key Commissions of the National Assembly to build trust and relationships for future coordination in meetings with Members of Parliaments.

 

24 March 2010, meetings with Member of Parliament: H.E. Mrs. Khuon Sudary, Chairperson of Commission on Human Rights Reception of Complaints Investigation and National Assembly- Senate Relation of National Assembly.

 

18 February 2010, meeting with Members of Parliament: H.E.Mr. Vann Seng Ly, Vice Chairman of the Commission on Human Rights Reception of Complaints Investigation and National Assembly- Senate Relation.

 

4 and 23 February 2010, meetings with Members of Parliament: H.E. Un Neung, Chairperson of the Commission on Interior, National Defence, Investigation, Anti-Corruption and Public Function and H.E. Chau Sophon, Member of Parliament, Secretary of Commission , to collect their comments about producing an Engagement with National Assembly booklet and the progress of the draft Anti –Corruption Law.

 

26 January 2010, the third provincial forum on Tourism Law was conducted in cooperation with the Provincial Governor in Siem Reap Province.  The forum was presided over by H.E. Mr. Ok Kong, Senator of Cambodia.

 

2009

 

Technical Coordination Secretariats and Development held regular monthly meetings in 2009-2010.

 

8 December 2009, API invited a Member of Parliament to speak on Tourism law.  Invitation was accepted.

 

3 December 2009, API staff and CSLG members met with the Secretary General of the National Assembly. They lobbied the General Secretary for meeting with all Commissions of NA; for improving the relationship among NGOs and the National Assembly.

 

3 December 2009, API staff organized a meeting with the Secretary General of the National Assembly.

 

6 November 2009, a parliament workshop was conducted at Phnom Penh Hotel with 93 participants (30 women), 10 Members of Parliament and Senators, seven donors, seven representatives of government ministries, 37 NGOs leaders and 32 NGOs and government staff.

 

6 November 2009 The workshop: 'The Role of the National Assembly in Promoting Civic Engagement and Accountability’ was co-hosted by the TCS and API in Phnom Penh. 93 parliamentarians, representatives from embassies, donors, development partners, government officials, NGOs and media participated.

 

22 April 2009, meetings with Members of Parliament: HE Chheang Vun, Chairman of Commission on Commission on Foreign Affairs, International Cooperation, Information and Media.

 

2008

 

22 December 2008, API met H.E Leng Peng Long, Secretary General of National Assembly to introduced the project "Strengthening civil society to actively engage with the National Assembly" for future cooperation.
