Cambodia has not yet enacted an Access to Information Law, despite commitments made in previous UPR cycles. This submission outlines critical gaps within current legal frameworks, including overly broad secrecy provisions, lack of an independent oversight mechanism, unclear request procedures, and limited proactive disclosure. It also highlights prolonged delays in finalizing the draft law and the persistent obstacles faced by journalists, civil society, and communities in obtaining essential information on natural resources, land governance, and public services. These challenges undermine transparency and accountability. The submission urges Cambodia to adopt an access to information law aligned with international standards and to implement timely measures that promote openness and strengthen public participation.
