Key Inputs from the Civil Society Budget Working Group to the PFMRP Technical Working Group

| 24-February-2026
The Civil Society Budget Working Group (CSO BWG) presented key recommendations to the Public Financial Management Reform Program Technical Working Group, reflecting feedback on 2025 budget implementation and priorities for the 2026 national budget. The statement welcomes progress under Stage 2 of the PFMRP, including strengthened budget credibility, transparency commitments, and integration of Open Budget Survey indicators. CSOs highlight concerns over rising social risks, limited social protection coverage, and gaps in public health and education expenditure. They call for increased allocations to social sectors, improved revenue administration, reduced contingency spending, and expanded sub‑national fiscal transfers. The submission emphasizes inclusive participation, accountability, and effective collaboration between government, development partners, and civil society.
