Internet freedoms in Cambodia have significantly deteriorated since the 2019 UPR cycle, driven by increasingly restrictive laws, heightened surveillance, and actions targeting journalists, activists, and independent media. The submission analyses key legislation—including the Criminal Code, Law on Telecommunications, Inter-Ministerial Prakas No. 170, and the National Internet Gateway—demonstrating how vague provisions enable censorship and state control over online spaces. It also documents intimidation, online harassment, and politically motivated prosecutions that undermine civic participation. The report urges the government to revise restrictive laws, ensure transparency in drafting cyber-related policies, end digital harassment, expand equitable internet access, and strengthen digital literacy to promote a safe and open online environment for all Cambodians.
