Freedom of expression in Cambodia continues to face significant legal and political restrictions, as outlined in this joint civil society submission for the 4th UPR cycle. Despite receiving numerous recommendations during the previous review, Cambodia has failed to amend restrictive laws and has instead introduced new measures that further suppress open discourse. Criminal charges, SLAPP lawsuits, and harassment remain common tools used against journalists, activists, and political opponents. Independent media face closures, arbitrary licensing practices, and escalating pressure. The factsheet highlights documented patterns of intimidation and legal misuse, and it outlines key reforms needed to align Cambodia’s legal framework with international human rights standards.
