Legal Analysis: Cambodia Draft Law on Cybersecurity

Cambodia’s Draft Law on Cybersecurity introduces a sweeping regulatory framework intended to safeguard critical information infrastructures but raises significant human rights concerns. The analysis by Access Now and the International Commission of Jurists warns that vague definitions, overly broad enforcement powers, and mandatory licensing requirements risk undermining privacy, freedom of expression, and digital security. The draft law empowers the Digital Security Committee and Cybersecurity Inspectors with intrusive authority absent judicial oversight, while imposing disproportionate criminal sanctions for non-compliance. Without strong safeguards, independent oversight, and clearer legal precision, the law could weaken rather than strengthen cybersecurity in Cambodia. The analysis calls for substantial revisions to ensure alignment with international human rights obligations.
