Lessons Learned from “Persons with Disabilities’ Voices and Actions in I-SAF” Project

Ensuring that persons with disabilities can fully participate in Cambodia’s Implementation of the Social Accountability Framework (I-SAF) is critical for equitable public service delivery. This lessons-learned report synthesizes evidence from the “Persons with Disabilities’ Voices and Actions in I-SAF” project in Tramkak district, Takeo (2019–2021). It documents how a twin-track approach—combining disability-specific empowerment activities with inclusive “mainstream” I-SAF processes—can strengthen representation, voice and accountability. The report outlines nine key lessons on contextual data collection, accessible venues and transport, disability-focused scorecards and JAAPs, arts-based empowerment, and training duty-bearers on disability inclusion. It concludes with practical recommendations for national I-SAF implementers to systematically remove barriers and adopt disability-inclusive tools, guidelines and focal points across commune, health and education services.
