This report summarizes the achievements, challenges, and lessons learned from the project aimed at strengthening citizen engagement and social accountability in social protection in Khan Saensok, Phnom Penh, from 2019 to 2024. The project focused on empowering vulnerable groups—including people with disabilities, women, youth, and informal workers—to participate in monitoring and improving social protection and public services. Key results include the training of Community Accountability Facilitators (CAFs), improved access to information, and the development of technical guidelines for integrating social accountability into social protection programs. The project enabled poor and marginalized groups to provide feedback on service delivery, resulting in tangible improvements such as increased issuance of ID Poor cards, disability cards, and enhanced accessibility in public facilities. The report highlights the importance of inclusive approaches, local leadership, and collaboration between citizens, civil society, and local authorities for sustainable and equitable social protection systems in Cambodia.
