Dr. Oeurn Sim is a seasoned development practitioner with over 27 years of experience in social and economic development, specializing in governance reform, gender mainstreaming, institutional strengthening, and capacity building. Holding a PhD in Development Management, he has led numerous Training of Trainers (ToT) programs and facilitated leadership development for government officials, NGOs, and community leaders across Cambodia. Dr. Oeurn has worked with leading organizations, including MoEYS, World Vision, GADC, GIZ, Save the Children, and API, where he has developed training curricula, conducted research, and championed gender and human rights integration. Fluent in Khmer and English, he brings a unique blend of technical expertise, facilitation skills, and deep contextual knowledge to every training initiative.

គោលដៅសំខាន់ នៃវគ្គសិក្សានេះ គឺដើម្បីពង្រឹងសមត្ថភាពរបស់អង្គការសង្គមស៊ីវិល នៅពេលដែលពួកគេចូលរួមក្នុងការរៃអង្គាសថវិកាក្នុងមូលដ្ឋាន និងការកៀរគរធនធានក្នុងស្រុក។ ក្រុមគោលដៅសំខាន់ គឺអង្គការដែលមិនមានបទពិសោធន៍សោះ ឬតិចតួចក្នុងវិស័យទាំងនេះ។ ប៉ុន្តែ ទោះបី​ជា​មាន​បទពិសោធន៍​​ពាក់ព័ន្ធច្រើនក៏ដោយ ក៏យើងជឿជាក់ថា អ្នកចូលរួមនឹងនៅតែទទួលបាន​ព័ត៌មាន គ្រឿងសម្ភារៈ និងលំហាត់ ផ្តល់ជូនក្នុងវគ្គសិក្សានេះ ដែលមាន​ប្រយោជន៍​បំផុត។ វគ្គ​បណ្តុះបណ្តាល​នេះ ដាក់​ចេញ​នូវ​វិធីសាស្រ្តសិក្សាលាយបញ្ចូលគ្នា ដែលជាការរួមផ្សំ រវាងការរៀនទល់មុខគ្នា នឹងគ្រឿងសម្ភារៈសិក្សាលើអ៊ីនធឺណិត ក៏ដូចជាការបង្វឹករួម និងជាលក្ខណៈបុគ្គលផង​ដែរ។ កញ្ចប់បណ្តុះបណ្តាលនេះ ត្រូវបានរៀបចំឡើងក្នុងភាពជាដៃគូ ជាមួយគណៈកម្មាធិការសហប្រតិបត្តិការដើម្បីកម្ពុជា (CCC) ហើយវាគឺជាផ្នែកមួយនៃកម្មវិធី ដែលមានឈ្មោះថា “ឆេងដឹហ្គេម អឹកាដឺមី” ដែលទទួលជំនួយពីមូលនិធិ Wilde Ganzen (ប្រទេសហូឡង់) ។

សិទ្ធិទទួលបានព័ត៌មាន គឺជាសិទ្ធិជាមូលដ្ឋានរបស់មនុស្សគ្រប់រូប រួមមានប្រជាពលរដ្ឋ មន្ត្រីរដ្ឋាភិបាល អ្នកផ្តល់សេវាសាធារណៈ តំណាងវិស័យឯកជន និងអង្គការក្រៅរដ្ឋាភិបាល។ វាពិតជាមានសារៈសំខាន់ណាស់ ក្នុងការលើកកម្ពស់ តម្លាភាព គណនេយ្យភាព និងការប្រយុទ្ធប្រឆាំងនឹងអំពើពុករលួយ។ និយាយម្យ៉ាងទៀត វាជួយបង្កើនចំណេះដឹងរបស់មនុស្ស និងលើកកម្ពស់ការ​ចូលរួម​ប្រកបដោយប្រសិទ្ធភាព។ នៅក្នុងវគ្គសិក្សានេះ អ្នកតំណាងអង្គការសង្គមស៊ីវិល នឹងទទួល​បានការយល់ដឹងកាន់តែច្បាស់ អំពីសិទ្ធិក្នុងការទទួលបានព័ត៌មានសាធារណៈ និងគោលការណ៍ ដែលវាពឹងផ្អែកលើ។ គ្រូបណ្តុះបណ្តាលរបស់យើង នឹងបង្ហាញអំពីច្បាប់ គោលនយោបាយ និងបទបញ្ញត្តិសំខាន់ៗ របស់ប្រទេសកម្ពុជា ដែលកំពុងគ្រប់គ្រងដឹកនាំលើវិស័យនេះ នឹងផ្តល់ព័ត៌មានលម្អិតស្តីពីតួនាទី និងភារកិច្ច ដែលមន្រ្តីសាធារណៈត្រូវមាន ហើយនឹងធ្វើការពន្យល់លម្អិត លើខ្លឹមសារនៃសេចក្តីព្រាងច្បាប់ថ្មី សម្រាប់ច្បាប់ស្តីពីសិទ្ធិទទួលបានព័ត៌មាន។

គោលបំណងរបស់យើងនៅទីនេះ គឺដើម្បីកសាងសមត្ថភាពរបស់អង្គការក្រៅរដ្ឋាភិបាល ក្រុម​យុវជន និងអង្គការសហគមន៍មូលដ្ឋានដទៃទៀត នៅក្នុងការងារទាក់ទងទៅនឹងសិទ្ធិរបស់ប្រជាពលរដ្ឋ ក្នុងការចូលរួមក្នុងដំណើរការរៀបចំផែនការ និងដំណើរការថវិកានៅថ្នាក់ស្រុក។ ពួក​យើង​នឹងរៀនអំពីតួនាទី និងការទទួលខុសត្រូវរបស់អាជ្ញាធរស្រុក​ ដែលធ្វើឲ្យអ្នកចូលរួមទទួលបានជំនាញ ដែលត្រូវការក្នុងកិច្ចសន្ទនាស្ដីពីថវិកា និងការចរចារ។ សិក្ខាកាមនឹងទទួលបានឱកាស ចែករំលែកចំណេះដឹង ដល់ក្រុម សមាជិកក្លឹប ឬក៏សមាជិករបស់ពួកគេ ក្នុងគោលបំណងដើម្បីតស៊ូមតិសម្រាប់ការសម្រេចចិត្តរបស់ពួកគេ ដែលត្រូវយកមកពិចារណានៅពេលដែលអាជ្ញាធរស្រុក​សម្រេចចិត្ត លើផែនការវិនិយោគក្នុងរយៈពេលបីឆ្នាំ (IP3) ។ ជាងនេះទៅទៀត គ្រូបណ្តុះបណ្តាលរបស់យើង នឹងផ្តល់ការគាំទ្រផ្នែកបច្ចេកទេស និងការដឹកជញ្ចូន ក៏ដូចជាបង្រៀនអ្នកចូលរួមពី​របៀបធ្វើឲ្យសមាជិកខ្លួនចូលរួមយ៉ាងសកម្ម ប្រមូលយកបញ្ហា និងការរួមចំណែកពួកគេ ហើយតំណាងឲ្យពួកគេយ៉ាងមានប្រសិទ្ធភាព នៅក្នុងផែនការប្រចាំឆ្នាំរបស់ស្រុក និងដំណើរការរៀបចំ​ចេញ​ផែនការវិនិយោគ។

នៅក្នុងវគ្គសិក្សានេះ យើងកំពុងផ្តោតលើភាពខុសគ្នា រវាងការបញ្ចុះបញ្ចូល និងការតស៊ូមតិ ហើយពួកយើងកំណត់តួនាទីរបស់អ្នកបញ្ចុះបញ្ចូល វិភាគអ្នកពាក់ព័ន្ធ និងទំនាក់ទំនងអំណាច ហើយអភិវឌ្ឍផែនការទំនាក់ទំនងយុទ្ធសាស្ត្រ។ យើងក៏រៀនពីរបៀបក្នុងការព្រាងចំណុច កំណត់ហេតុសង្ខេប និងឯកសារគោលជំហរ របៀបរៀបចំការប្រជុំជាមួយតំណាងរដ្ឋាភិបាល និងវិធីអភិវឌ្ឍផែនការបញ្ចុះបញ្ចូល វិធីសាស្ត្រ និងសម្ភារៈផងដែរ។
