Senior Consultant & Training Specialist

Dr. Oeurn Sim holds bachelor’s degrees in philosophy and teaching English as a Foreign Language, a master’s in development management, and a Ph.D. in Development Management. With over 23 years of experience, he has worked with organizations like MoEYS, WVI, GIZ, and Save the Children, specializing in education, rural development, gender, good governance, social accountability, and project management. He has led numerous programs and managed finances for implementing partners.
Dr. Oeurn has extensive experience in managing, leading, training, and coaching project staff and implementing partners for the successful execution of the Social Accountability Framework (I-SAF) and social protection initiatives. As a consultant for the World Bank, he conducted research on clean water and wastewater in Mondulkiri and Siem Reap provinces, authored Information for Citizens (I4Cs) and operational guidelines for clean water and wastewater for the Ministry of Industry, Science, Technology, and Innovation, and updated I4Cs and operational guidelines for social protection through I-SAF, which were successfully piloted in Khan Saensokh.
In addition to his consulting work, Dr. Oeurn has designed and conducted various research studies, including household surveys for World Vision International (WVI), project evaluations, gender audits, feasibility studies for One Window Service Offices, and project evaluations for Provincial Associations of Local Councils. He collaborated with NISA and FACT on a research study examining the adaptation of the Cash Transfer Program to climate change in coastal provinces. Most recently, in collaboration with ActionAid and its partners, he coordinates API team to conduct the research on school budgeting for primary and lower secondary schools, with ongoing studies in 12 primary schools in Khan Saensokh and Takhmao municipality.

TRAINING ABROAD

He previously attended a coaching competency program in Thailand, funded by GIZ and facilitated by a German trainer. He also participated in the Mobilizing Support program in Indonesia and the Social Accountability program in Ethiopia, both of which were funded and supported by CtGA. In particular, he collaborated with foreign consultants and led a research team to conduct a study on social accountability, waste management and the environment at the municipal, district, and khan levels in Battambang, Banteay Meanchey, and Siem Reap provinces, and co-prepared an operational guidelines to implementing social accountability at the municipal and district levels for the German International Cooperation (GIZ) and the Secretariat of the National Committee for Democratic Development at Sub-national Levels (NCDD-S).
