(Kampong Thom): Mr. Chhuon Ra, Chairman of the Prasat Balang District Council, urged commune authorities and communities to disseminate information about the One Window Service to citizens at the grassroots level to improve service efficiency.
Mr. Chhuon Ra spoke at a public forum on information disclosure, budget transparency, and procurement at district-level held on 26th November 2025, at Kokir Village, Sala Visai Commune, Prasat Balang District, Kampong Thom Province. The event was organized by the Advocacy and Policy Institute (API) through cooperation with Prasat Balang District Administration, with support from the European Union, Bread for the World (BfdW), and DCA. Nearly 100 citizens from three villages attended the public forum.

Ms. So Sophea, representing the Advocacy and Policy Institute (API), expressed that the organization’s activities in 2025 are being implemented under two projects supported by three donors:
Project 1: ”Voices and Actions of Citizens for Sustainable Development in Cambodia– Phase II”
BfdW) and the Dan Church Aid (DCA).Project 2:” Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-
by Oxfam/EU.
She continued that this public forum aims to strengthen citizen participation, especially among women, youth, indigenous people, and persons with disabilities, in improving public financial management and local governance to promote transparency and access to information regarding One Window Service offices, annual budget information, and procurement of district-funded project for citizens in the community.
Citizens requested commune and district authorities to expedite services related to correcting of birth certificate of copy of birth certificate (errors in gender, age, date of birth, place of birth, and name), and to ensure these corrections can be made at the district level where possible. They also requested district budget support for forest and fishing communities, as well as assistance in repairing the road to Kokir Village in Sala Visai Commune.
Mr. Chhuon Ra expressed appreciation and highly valued the efforts of the Advocacy and Policy Institute (API) for its dedication to providing input and experience to address concerns and issues within the community and to find solutions for citizens.
He added that all participants raised numerous concerns, challenges, and requests because every citizen has equal rights to express their opinions. This allows for clear, transparent discussions aimed at finding effective and timely solutions that meet the intended goals.
He requested that the village, commune authorities, and communities continue strengthening cooperation to protect existing community benefits at the local level. He also encouraged ongoing support and collaboration with all communities to jointly address challenges and difficulties. Furthermore, he urged commune authorities and communities to disseminate information about the One-Window Service to citizens at the grassroots level so they can access proper, lawful services and avoid being deceived by fraudsters.
Mr. Chhuon Ra stated that the Prasat Balang District Administration has an annual budget plan for 2025 amounting to $657,086.85, which covers development expenses, administrative costs, and unforeseen expenditures.
