This report highlights the achievements, challenges, and lessons learned from the Internet Monitoring Action Plan (iMAP) project, implemented from November 2021 to September 2024 by the East-West Management Institute (EWMI) and the Advocacy and Policy Institute (API), with support from the U.S. Department of State. The project aimed to promote and safeguard internet freedoms in Cambodia by strengthening civil society’s understanding of internet censorship, digital rights, and online safety. Key activities included annual internet censorship reports, the formation of OONI (Open Observatory of Network Interference) networks, and capacity-building for civil society organizations and youth. Over three years, the project documented internet censorship trends, trained nearly 900 participants, and advocated for digital rights through national forums and policy dialogues. The report underscores the importance of evidence-based advocacy, collaboration, and ongoing engagement to protect digital rights and freedom of expression in Cambodia.
