This report presents the achievements, challenges, and lessons learned from the ISAC project, implemented in Ta Khmau Municipality, Kandal Province, from 2019 to 2024. The project aimed to empower citizens to hold local government accountable for public service delivery by improving access to information, building capacity, and fostering collective action. Key results include the institutionalization of social accountability practices, increased government transparency, and enhanced citizen participation in local decision-making. Through community scorecards, digital tools, and ongoing dialogue, the project enabled citizens to provide feedback, monitor public services, and advocate for improvements in health, education, and administration. The report also features case studies demonstrating tangible improvements in Sangkat administration, health centers, and primary schools. ISAC’s experience highlights the importance of sustainable funding, local leadership, and inclusive approaches for advancing good governance and social accountability in Cambodia.
