Strengthening Cambodia’s public financial management and transparent budget planning is vital for advancing sustainable and inclusive development. The Civil Society Budget Working Group (CSO‑BWG) conducted a comprehensive analysis of the 2024 National Budget, reviewing revenue performance, expenditure priorities, fiscal risks, and public debt dynamics. The assessment highlights opportunities to expand domestic revenue, enhance budget accountability, and improve allocations to key social sectors such as health, education, and social protection. Persistent gaps in fiscal transparency and limited public participation remain challenges throughout the budget cycle. The report presents actionable recommendations aimed at supporting the Royal Government, Parliament, and development partners in strengthening evidence‑based decision‑making and promoting equitable, citizen‑responsive national budgeting.
