Submission of Civil Society Budget Working Group Comments on the Law on Public Financial Management for 2024 Implementation and Future Public Financial Management and Budget Planning Improvements

Representing national and international civil society organizations, the Budget Working Group submits consolidated comments on the Law on Public Financial Management for 2024 implementation. The submission acknowledges the Royal Government’s progress under Stage 4 of the Public Financial Management Reform Program (2023–2027) and highlights the importance of continued improvements in transparency, accountability, and effective budget execution. After reviewing the law and related financial documents with close attention, the Working Group compiled targeted recommendations to strengthen legal clarity, budget alignment, and oversight mechanisms. The statement respectfully requests further discussion with relevant parliamentary and ministerial bodies to ensure that future fiscal planning is responsive, evidence‑based, and supportive of long‑term public financial management reforms.
