Summary Results of the National Public Forum on Citizen Participation in Budget Formulation and Public Budget Oversight in the COVID‑19 Context

This analysis reviews the April 2020 draft of Cambodia’s Access to Information Law, assessing its alignment with international human rights standards and identifying key areas for improvement. It recognizes the draft as an important step forward after years of consultations among government institutions, civil society, international partners, and legal experts. However, several provisions remain inconsistent with global best practices, including narrow institutional coverage, overly broad confidentiality clauses, unnecessary requester information requirements, and the absence of an independent oversight mechanism. The analysis recommends expanding the law’s scope to all public bodies, strengthening disclosure obligations, improving procedural clarity, enhancing whistleblower protections, and ensuring effective appeals mechanisms. These revisions aim to promote transparency, accountability, and meaningful public access to government‑held information in Cambodia.
