Our CLIPS Project

API’s contribution advances the Citizen-Led Local Inclusive Planning & Services (CLIPS) Project. Overall Objective: to strengthen fiscal decentralisation through inclusive and accountable sub-national governance so that citizen priorities—especially those of women, youth, Indigenous People, and People with Disabilities—are effectively reflected in subnational planning, budgeting, and public service decisions and inform national policy dialogue. Achievement at the impact level will be evidenced by (i) an increase in the number of citizens identified priorities integrated into commune and district investment/development plans (II 1.1); and (ii) a higher proportion of people reporting greater empowerment to raise their voice due to civil society and public interest media initiatives (II 1.2). These impact shifts rely on continued government–CSO collaboration, functional participation mechanisms, and the broader macropolitical environment, allowing space for civic engagement. CLIPS has three Outcomes (Specific Objectives):

  • Outcome 1: Capacity and Participation: To strengthen the capacity of citizens and sub-national administrations to access, understand, and use budget information and digital participatory tools to engage effectively in local budget planning and fiscal decision-making.
  • Outcome 2: Accountability and Oversight: To strengthen citizen-led monitoring and accountability mechanisms that track local public expenditure, promote transparency, and improve government responsiveness to community priorities.
  • Outcome 3: Institutionalisation and sustainability: To institutionalise inclusive, transparent, and responsive mechanisms within sub-national administrations that enable sustained citizen participation in local planning, budgeting, and public service monitoring

📋 Position Summary 

  • Position: Senior Project Officer (SPO)
  • Contract type: The successful candidate will undergo a three-month probationary period. Upon satisfactory performance, API may offer a Fixed Duration Contract (FDC) for 2 years.
  • Location: Phnom Penh and frequently traveling to targeted provinces
  • Basic salary range: USD 800 – 1,000
  • Benefit packages: 13th-month salary, provident fund, seniority/ severance payment, NSSF (health, personal accident, pension), private company insurance (health, life, and personal accident insurance), staff capacity building
  • Report to: Head of Program (HOP)

📋 Job Purpose

The Senior Project Officer will lead the implementation of the CLIPS project, a multi-stakeholder initiative aimed at enhancing transparency, accountability, and inclusive participation in Cambodia’s public financial management (PFM) systems. This role involves leading and coordinating national-level project implementation, supervising subnational implementation, ensuring compliance with donor requirements, and driving strategic advocacy and engagement with civil society, government stakeholders, and development partners.

Important Note:
This position is subject to project funding approval and contract signed, expected in July 2026. Recruitment and appointment will be confirmed upon receipt of the final signed project contract, which is anticipated in July 2026. API reserves the right to modify or withdraw this recruitment process if project approval or funding arrangements change.
