Draft guiding technical document for integration of social protection through the implementation of the social accountability strategic plan

Strengthening social protection through participatory governance is a core priority of Cambodia’s Implementation of the Social Accountability Framework (I‑SAF). This technical guideline outlines five key components—transparency and information access, citizen monitoring, Joint Accountability Action Plans (JAAPs), capacity building, and monitoring and evaluation—to improve service delivery in commune administrations, health centers, and primary schools. It highlights progress made across two implementation phases (2016–2018 and 2019–2023), noting expansion of coverage and more inclusive engagement between local authorities and citizens. The guideline provides practical tools for officials, NGOs, and community actors to enhance accountability, empower marginalized groups, and strengthen social protection systems nationwide.
