The Advocacy and Policy Institute (API) is pleased to share the 1st and 2nd Citizen Scorecard Reports under the project “Enhancing Local Democratic Governance in Cambodia – Citizen Score Cards”, supported by the United Nations Democracy Fund (UNDEF).
These reports present findings from surveys conducted in 2018 and 2019 across four communes in Kampong Thom and Banteay Meanchey provinces. The Citizen Scorecard is a social accountability tool that captures citizens’ perceptions of public services and governance at the local level.
Key Highlights
1. Commune Services
- 2018: 40% of communes posted public information; 84% announced budget plans.
- 2019: Improvement in information posting (60%), but fewer communes announced budgets (49%).
- Most citizens reported that services were provided free of charge.
2. Health Services
- Health centers consistently announced services and provided treatment promptly.
- The majority of citizens were satisfied with services; however, issues remain with toilet facilities and confidentiality awareness.
3. Education Services
- Schools improved in posting information and reducing informal fees.
- Teacher performance improved from 2018 to 2019, but classroom sizes remain large.
4. Police Post Services
- Increased posting of information in 2019 compared to 2018.
- Citizens reported convenience in accessing services, though infrastructure issues persist.
5. Citizen Participation & Rights
- Awareness of the right to information rose from 85% (2018) to 97% (2019).
- Participation in commune meetings improved but remains limited.
Why It Matters
These findings help strengthen transparency, accountability, and citizen engagement in local governance. They also inform recommendations for improving public services in communes, health centers, schools, and police posts.
