OW4C: Public Forum in Serey Saophoan

On 20 August 2021, our OW4C project team in Banteay Meanchey conducted a virtual public forum in the Sangkat Kampong Svay, city of Serey Saophoan. The forum was presided over by the chief of the District Council, the deputy head of the Provincial Ombudsman Office, the head of the Municipal Ombudsman Office, the deputy district governor, and the chief of the One Window Service Office (OWSO). Representatives of civil society, youth, and other citizens participated in the event, together with our joint team (API, NGS, InSTEDD). Mr. Ratha Phan, senior Monitoring and Evaluation Manager at Nickol Global Solutions Cambodia briefly presented the objectives, activities, and tech tools developed in the framework of the project. Ms. Kim-Seang Heang, the deputy district governor, expressed her appreciation for the project and the good cooperation. She also reminded the participants to actively ask questions related to the One Window Service and Ombudsman offices. Mr. Sophat Mark, project officer at API, presented the objectives of the forum, while Mr. Vibol Chhom, the head of the Ombudsman Office, concentrated on the roles and responsibility of his office, also recommending everyone to use their contact number for complaints, suggestions, or comments. Mr. Pheareth Chan, the chief of the OWSO, talked about the roles, functions, and responsibilities of his office. During the forum, most of the questions asked by citizens were related to document certification (ID, birth certificate, family book), the procedure required to open new businesses or private schools, as well as to land issues. Most participants gave good feedback on the public forum, considering it a great platform for mutual engagement of citizens and government representatives, and an opportunity to learn more about the way these institutions function.
