Second JAAP Monitoring Meeting in Khan Sen Sok
In our project called "Citizens' Voices in Social Accountability", we are bringing together citizens and service providers in Khan Sen Sok, in order to improve the performance in public education, health, local administration and social protection. This effort is taking place as part of implementing the Social Accountability Framework (I-SAF), which is a reform process aiming at engaging citizens in monitoring public service delivery and administration. On October 27, our project team and the community accountability facilitators (CAF) in Sen Sok met sangkat and khan officials, as well as representatives of health centres and primary schools, for the second JAAP monitoring. The Joint Accountability Action Plan (JAAP) is a plan agreed upon by the authorities and the citizens living in that area in a joint effort to review the progress of the activities implemented there.
Most of the activities contained in these plans have been implemented at the khan level, as well as in the three sangkat (Teuk Khla, Kok Khleang and Khmounh). However, there were still some problems with rebuilding some schools and with road construction, which are large scale projects of the administration. So far, the collaboration of the local authorities with the citizens and with API has been very good, and the demand side feedback has been for the most part implemented. As an I-SAF implementing organisation, API is especially focusing on the social inclusion of disadvantaged groups such as citizens with low incomes, people with disabilities, out of school children and, generally, youth. We find it very important for these groups to make their voices heard in public decision making processes and in local planning.
