Digital I-SAF: New CAFs Get Trained in Koh Kong

In the second half of October 2021, our Digital I-SAF project team offered online training courses dedicated to community accountability facilitators (CAFs) based in five districts of Koh Kong. Almost 70 new volunteers from this province learned the basics of social accountability and are now in the position to facilitate I-SAF meetings, helping citizens assess the performance of public service providers. The training courses used a hybrid method, combining online presentations held by our trainers in Phnom Penh with face-to-face facilitation by NGO partner staff. The latter aspect proved to be essential, as it helped the new CAFs practice and do group work in an efficient and coordinated way. Among the topics we discussed, the idea of social accountability played the central role, along with the structure of the I-SAF process, including information for citizens (I4C) campaigns, community scorecard and interface meetings, joint accountability action plans (JAAPs), and the importance of facilitating all these processes.
